What is happening

Phase I fire recall automatically sends the elevator to a designated level and holds it there, doors open, when a building smoke detector or the fire-alarm system signals a fire. It is required, and it is tested. A failure means the elevator did not recall correctly when the signal was given - a break somewhere in the chain from the smoke detector to the elevator controller.

Most likely causes

  1. Smoke detector or fire-alarm signal. A detector in an elevator lobby, machine room, or hoistway that is faulty, or a fire-alarm panel not sending the recall signal correctly.
  2. Fire-alarm-to-elevator interface. The relays or wiring that carry the recall signal from the fire-alarm system to the elevator controller.
  3. Elevator controller fire-service logic. The fire-service board or programming in the elevator controller not responding correctly to the signal.
  4. Key switch or firefighter's-hat indicator. The lobby recall switch or in-car Phase II components failing the test.

Less common causes

  • A recent fire-alarm system change that was not coordinated with the elevator.
  • Code-edition mismatches after a partial upgrade (the fire-service requirements have tightened over successive code editions).
  • Battery or power issues affecting the interface.

What you can safely observe

Note exactly what the inspection report said failed - which phase, which floor, which component - and whether you have recently had fire-alarm or elevator work done. That documentation is what lets the right contractor fix it fast. Do not attempt to test or reset fire service yourself.

Safety. Fire service is a life-safety system - do not attempt to bypass, reset, or "test" it yourself, and never place the unit back in normal service around a known fire-recall fault without a qualified correction and re-test. This is strictly a coordinate-the-contractors-and-document task.

Urgency & safety level

High. This is a life-safety and code failure. It should be corrected and re-tested promptly. If the finding results in the unit being taken out of service, plan for that; do not leave a known fire-recall fault uncorrected.

Why this is rarely a "modernize" question

Fire recall failures are usually component and coordination fixes, not a reason to modernize on their own. The exception: if your controller's fire-service logic is obsolete and cannot meet the currently adopted code edition, bringing it into compliance can require a control modernization. Ask specifically whether your controller can meet the current fire-service code.

  • Exactly which component failed - smoke detector, fire-alarm interface, or the elevator controller's fire-service logic?
  • Who owns the fix - the elevator company, the fire-alarm company, or both - and are they coordinating?
  • Can my current controller meet the fire-service requirements of the code edition my jurisdiction has adopted?
  • What is the re-test timeline, and is the unit allowed in service in the meantime?
