California has a unique dual-adoption approach: ASME A17.1-1996 applies to installations pre-May 1, 2008; ASME A17.1-2004 applies to contracts signed on or after May 1, 2008. The Elevator Safety Orders (Title 8, California Code of Regulations, Chapter 4, Subchapter 6) incorporate these standards by reference and supersede either code if differences exist. California also references ASME A17.2-2004 (Inspection guidelines).

Testing & Inspection Schedule
All elevators must be inspected at least once each year per California Labor Code § 7304. However, up to a two-year period is permitted if the elevator is in safe condition for operation and subject to a full maintenance service contract. Comprehensive inspection per ASME A17.1 (1996 or 2004) requirements.
Category One periodic test per ASME A17.1 (1996 or 2004 depending on installation date) covering no-load safety-device tests. Must be completed once every 12 months.
Category Five periodic test per ASME A17.1 covering full-load/full-speed comprehensive safety test of elevator equipment. Must be completed once every 60 months.
Additional Required Tests
Inspection certificate (permit to operate) must be posted conspicuously in the car or on the platform. Valid for one year per California regulations.
Licensing Requirements
Perform maintenance, repair, and testing of elevators and conveyances
Employ CCCM mechanics to perform maintenance and testing
Witness periodic category tests performed by contractors
Permit Requirements
Violations & Penalties
Stop-use orders, civil penalties, license suspension or revocation, escalated enforcement for continued violations.
Unit ordered out of service; civil fines per California Labor Code § 7307-7310.
Stop-use order; unit cannot operate until deficiencies are corrected and re-inspected.
