02 TESTING

Testing & Inspection Schedule

Routine Inspection
Every 18 months

State inspectors conduct comprehensive inspections of elevators and escalators covering hoistway, pit, car-top, machine room/space, door equipment, and safety devices. State inspectors are required to witness required tests by state-licensed elevator contractors. Exception: Private residence elevators are inspected upon owner request only.

Category 1 Test
Annual (12 months)

Category 1 periodic test per ASME A17.1-2013 Section 8.6.1.2 covering no-load safety-device tests and routine maintenance control program verification.

Category 5 Test
Every 5 years

Category 5 periodic test per ASME A17.1-2013 Section 8.6.1.6 (full-load/full-speed comprehensive safety test). Required every 5 years under load conditions.

Additional Required Tests

Fire service functional test (Phase I and Phase II)
Per ASME A17.1-2013 requirements — Firefighter emergency operation functional verification per ASME A17.1-2013 Section 2.27 and Connecticut state requirements, including car recall and in-car operation.
Applies to: Elevators equipped with fire service (Phase I and/or Phase II)
Hydraulic system relief/pressure verification
Per MCP and ASME A17.1-2013 maintenance schedule — Hydraulic relief valve and pressure-related verification per ASME A17.1-2013 periodic testing requirements. Connecticut requires documented MCP maintenance records.

Single-bottom-cylinder hydraulic upgrade (mandatory retrofits)
Compliance deadline per state enforcement — Connecticut mandates that single-bottom-cylinder hydraulic elevators be upgraded with full cylinder replacement, safeties, or plunger grippers for enhanced safety.
Applies to: Single-bottom-cylinder hydraulic elevators
Certificate validity: 12 months
The inspection certificate shall be posted conspicuously in the car or cage or on the platform of the elevator or escalator and shall be valid for twelve months.
03 LICENSING

Licensing Requirements

R-1 Unlimited Elevator Contractor

All elevator installation, repair, and maintenance work per Connecticut General Statutes Section 20-330

Requirements: Minimum two years as R-2 journeyperson or equivalent experience (576 classroom hours + 12,000 hours OJT)
Expires: Annually on August 31st
R-2 Unlimited Journeyperson Elevator

Same as R-1 but only while employed by licensed elevator contractor

Requirements: Completion of two-year, 4,000-hour apprenticeship or equivalent experience
Expires: Annually on August 31st
R-5 Accessibility Contractor

Installation and maintenance of accessibility equipment (platform lifts, etc.); cannot perform work if platform penetrates more than one floor

Requirements: Minimum two years as R-2 or R-6 journeyperson or equivalent experience
Expires: Annually on August 31st
R-6 Accessibility Journeyperson

Same as R-5 but only while employed by licensed elevator contractor

Requirements: Accessibility apprenticeship program or equivalent experience (one-year minimum for those practicing before regulations adoption)
Expires: Annually on August 31st

05 ENFORCEMENT

Violations & Penalties

Operating Without Permit:

Unit ordered out of service; potential fines and citations. Unpermitted installation or alteration is subject to state enforcement action.

Failed Inspection:

Deficiency notice with correction window (typically 30 days). Failure to correct can result in unit being ordered out of service and potential escalated enforcement.
