02 TESTING

Testing & Inspection Schedule

Routine Inspection
Two inspections within each biennial certificate period (Certificate valid for 2 years)

DCMR 12A Section 3009.5 establishes a biennial (2-year) Certificate of Inspection cycle. During each 2-year period, two inspections are required: (1) A periodic inspection by a QEI-certified elevator inspector to verify overall condition and safe operation, and (2) An inspection and witnessing of required tests by a QEI-certified elevator inspector. Both inspections must occur within the 2-year certificate validity period. The DC Department of Buildings (DOB) oversees inspection certifications effective October 1, 2025.

Category 1 Test
Per ASME A17.1-2013 within biennial certificate period

Category 1 periodic test per ASME A17.1-2013 Section 8.6.1.2, covering no-load safety device tests and maintenance verification. Witnessed by QEI-certified inspector during one of the two required inspections within the 2-year certificate period.

Category 5 Test
Every 5 years

Category 5 periodic test per ASME A17.1-2013 Section 8.6.1.6, full-load/full-speed comprehensive safety test. Required every 5 years; witnessed by QEI-certified inspector.

Test witnessing inspection
Within each biennial certificate period — One of the two required inspections per biennial period must specifically include witnessing of required periodic tests (ASME A17.1-2013 Category tests as applicable). Conducted by QEI-certified inspector per DCMR 12A, 3009.5.

Acceptance inspection
Prior to placing in service — New installations and major alterations require permits (from DOB) and acceptance inspection before being placed in service. Certificate of Inspection issued upon passing.

Per ASME A17.1-2013 — Firefighter emergency operation verification per ASME A17.1-2013 Section 2.27. Life safety mechanisms must function correctly for first responder control of cars.

Certificate validity: 24 months (biennial)
A copy of the current Certificate of Inspection must be conspicuously displayed within the elevator car or attached to the conveying system (DCMR 12A, 3009.4.1), unless exempt. If the building operator has an office in the same building, the certificate may alternatively be made available for public inspection in that office rather than inside the elevator car.

Licensing Requirements

Acceptance Inspection: Required — All new installations and permitted alterations/modernizations require acceptance inspection by a QEI-certified inspector before being placed in service. DOB issues the Certificate of Inspection upon satisfactory acceptance inspection. Elevator Permits are obtained from DOB.
05 ENFORCEMENT

Violations & Penalties

DOB enforcement: out-of-service orders, civil penalties, and license actions. Operating a conveyance in public use without a valid Certificate of Inspection is subject to enforcement action. DC law requires all public-use conveyances to have valid certificates.

Operating Without Permit:

Out-of-service order; civil penalties under DC law; DOB enforcement action. All conveyances in public use must have a valid Certificate of Inspection per DCMR 12A, 3001.

Failed Inspection:

Deficiency notice with correction timeline. Conveyance ordered out of service for uncorrected safety deficiencies. Two inspection failures within a certificate period may result in Certificate revocation.
