Testing & Inspection Schedule
DCMR 12A Section 3009.5 establishes a biennial (2-year) Certificate of Inspection cycle. During each 2-year period, two inspections are required: (1) A periodic inspection by a QEI-certified elevator inspector to verify overall condition and safe operation, and (2) An inspection and witnessing of required tests by a QEI-certified elevator inspector. Both inspections must occur within the 2-year certificate validity period. The DC Department of Buildings (DOB) oversees inspection certifications effective October 1, 2025.
Category 1 periodic test per ASME A17.1-2013 Section 8.6.1.2, covering no-load safety device tests and maintenance verification. Witnessed by QEI-certified inspector during one of the two required inspections within the 2-year certificate period.
Category 5 periodic test per ASME A17.1-2013 Section 8.6.1.6, full-load/full-speed comprehensive safety test. Required every 5 years; witnessed by QEI-certified inspector.
Additional Required Tests
A copy of the current Certificate of Inspection must be conspicuously displayed within the elevator car or attached to the conveying system (DCMR 12A, 3009.4.1), unless exempt. If the building operator has an office in the same building, the certificate may alternatively be made available for public inspection in that office rather than inside the elevator car.
