02 TESTING

Testing & Inspection Schedule

Routine Inspection
Annual (12 months)

All elevators must be inspected annually. Comprehensive inspection per ASME A17.1-2016 requirements. Certificate of Operation required; unlawful to operate without current Certificate.

Category 1 Test
6 months minimum interval

Category 1 periodic test per ASME A17.1-2016 covering basic examination of essential components. Minimum 6-month intervals required.

Category 5 Test
Every 5 years

Category 5 periodic test per ASME A17.1-2016 covering comprehensive evaluation within 5 years from most recent test.

Additional Required Tests

Fire service functional test
Per ASME A17.1-2016 — Firefighter emergency operation verification per ASME A17.1-2016.
Applies to: Elevators with fire service capability
Certificate validity: 12 months
Certificate of Operation posted in car or on platform per state regulations.
03 LICENSING

Licensing Requirements

Elevator Constructor Journeyworker

Installation, maintenance, modernization, testing, wiring, and repair of elevators

Requirements: Option 1: 4-year registered apprenticeship with U.S. Department of Labor. Option 2: 9,000 hours over 5 years with DLI-licensed elevator contractor. Continuing education: 16 hours every 2 years (4 NEC hours, 12 code hours). 2-year license validity.

Elevator Constructor Master

Planning, layout, supervising, installing elevator equipment/wiring

Requirements: Option 1: 1+ year journeyworker experience. Option 2: 6+ years planning/layout/supervising elevator installation experience.

Elevator Contractor

Installation, maintenance, alteration, repair, and testing of elevators

Requirements: Only licensed contractors permitted to perform work. Liability insurance required: $100,000 per occurrence, $300,000 aggregate. Property damage insurance: $50,000 or single limit $300,000 per occurrence/$300,000 aggregate.

Acceptance Inspection: Required — New installations, alterations, and modernizations require acceptance inspection and required tests per ASME A17.1-2016 before placement in service. Plans and specifications required. Engineering by Minnesota-licensed architect/engineer may be required. Permit validity: 12 months to commence, 2 years to complete.
05 ENFORCEMENT

Violations & Penalties

Maximum penalty: $10,000. Penalty may be forgiven if violation corrected or correction plan developed within 31 days. Prohibited actions: Removing seals/notices forbidding elevator use, operating after notice forbidding use, false certification, granting license contrary to code, installing/altering elevator not meeting minimum requirements.

Operating Without Permit:

Unit ordered out of service; enforcement action and civil penalties (up to $10,000).

Failed Inspection:

Deficiency notice with correction timeline. Failure to correct results in out-of-service order.
