New Hampshire adopts ASME A17.1-2022 effective March 20, 2024, for all new installations and modernizations with permits after this date. MAJOR POLICY CHANGE (effective April 1, 2025): Third-party/company-employed inspector reports no longer accepted for alterations. All alteration inspections must be conducted by official NH Department of Labor inspector.

02 TESTING

Testing & Inspection Schedule

Routine Inspection
Annual (12 months)

All elevators must be inspected annually on anniversary of installation. Comprehensive inspection per ASME A17.1-2022 requirements. CRITICAL: As of April 1, 2025, all alteration inspections must be conducted by official NH Department of Labor inspector (third-party reports no longer accepted).

Category 1 Test
Annual (12 months)

Category 1 periodic test per ASME A17.1-2022 covering basic examination of essential components. Annual inspections required on anniversary of installation.

Category 5 Test
Every 5 years

Category 5 periodic test per ASME A17.1-2022 covering comprehensive evaluation. Fire device testing required annually in November.

Fire device testing
Annually in November — Fire service and fire alarm device testing required annually per ASME A17.1-2022.
Applies to: Elevators with fire service capability
Certificate validity: 12 months
Certificate of inspection posted in car or on platform per state regulations.
03 LICENSING

Licensing Requirements

Elevator Inspector

Conduct inspections per ASME A17.1-2022

Requirements: Must pass examination (70% minimum), file application, provide QEI certification.

Elevator/Accessibility Lift Mechanic

Maintenance, repair, and testing of elevators

Requirements: Licensed through state per RSA 157-B.
Expires: Per renewal schedule

05 ENFORCEMENT

Violations & Penalties

Non-issuance of certificate upon code violations. Owner/elevator company may petition commissioner for waiver. Civil penalties under RSA 157-B:13-a (specific amounts referenced in statute). Failure to comply results in penalties and potential legal action.

Operating Without Permit:

Unit ordered out of service; enforcement action and civil penalties.

Failed Inspection:

Certificate not issued upon code violations. Owner may request waiver from commissioner. Failure to comply results in out-of-service order.
