Tennessee adopts ASME A17.1-2016 with state-specific rules under Tennessee Administrative Code Chapter 0800-03-04. The state also adopts ASME A17.2-2017 as the Guide for Inspection of Elevators, Escalators and Moving Walks. State rules require semiannual inspections (twice per year) of all regulated devices, a departure from ASME's standard annual inspection schedule. No conveying device may be placed in operation until inspected by the Elevator Unit and issued an identification number.

02 TESTING

Testing & Inspection Schedule

Routine Inspection
Semiannual (every 6 months - twice per year)

Tennessee state law requires each regulated elevator, escalator, or conveyance device to be inspected twice per year by the Elevator Unit of the Tennessee Department of Labor and Workforce Development. Tennessee employs 24 field inspectors and one Elevator Inspector Supervisor. By law, no device may operate until it passes inspection and receives an assigned identification number. The Tennessee Elevator Unit performs all routine inspections; private third-party inspection is not the primary inspection mechanism.

Category 1 Test
Annual (12 months) per ASME A17.1-2016

Category 1 periodic test per ASME A17.1-2016 Section 8.6.1.2, covering no-load safety device tests and maintenance verification. Performed by qualified personnel; results recorded on metal test tag attached to controller.

Category 5 Test
Every 5 years

Category 5 periodic test per ASME A17.1-2016 Section 8.6.1.6, full-load/full-speed comprehensive safety test. Required every 5 years; witnessed by state or certified inspector.

Acceptance inspection (initial)
Prior to placing in service (one-time at installation/major alteration) — Each new elevator installation or major alteration must be inspected by the Elevator Unit before being placed in service. An identification number is assigned upon passing.
Applies to: All newly installed or substantially altered elevators, escalators, and conveyances
Fire service functional test (Phase I and II)
Per ASME A17.1-2016 periodic requirements — Firefighter emergency operation verification per ASME A17.1-2016 Section 2.27. Required for all elevators equipped with fire service.
Applies to: Elevators with Phase I and/or Phase II fire service
Certificate validity: 6 months (semiannual inspection cycle)
Certificate of operation must be posted in or on the elevator car. Valid for the inspection period issued by the Elevator Unit.

05 ENFORCEMENT

Violations & Penalties

Out-of-service orders, civil fines, and enforcement action by the Elevator Unit. Operating a non-compliant elevator or one without a current certificate of operation can result in immediate shutdown. Contractor/mechanic license suspension or revocation for repeated violations.

Operating Without Permit:

Device ordered out of service; potential civil fines and enforcement action. No elevator may operate without passing inspection and receiving an identification number from the Elevator Unit.

Failed Inspection:

Deficiency notice issued with correction timeline. Device may be ordered out of service pending correction of deficiencies.
