Texas adopts ASME A17.1-2016/CSA B44-16 with state-specific amendments under Texas Administrative Code Chapter 74 (16 TAC Ch. 74). Texas Health and Safety Code Chapter 754 provides the statutory framework. Texas TDLR requires elevator contractor registration (not individual mechanic licensing), with designated Responsible Parties completing continuing education. Elevator inspectors must be licensed by TDLR. Inspection records must be maintained and available for inspection.

Testing & Inspection Schedule
Annual inspections required per ASME A17.1-2016 and Texas Administrative Code Chapter 74. Inspections conducted by TDLR-licensed elevator inspectors (QEI). The Certificate of Inspection must be posted in the elevator car and is valid for one year. Owners must renew annually.
Category 1 periodic test per ASME A17.1-2016 Section 8.6.1.2, covering no-load safety device tests and maintenance verification. Required annually; performed by licensed elevator inspector or qualified technician.
Category 5 periodic test per ASME A17.1-2016 Section 8.6.1.6, full-load/full-speed comprehensive safety test. Required every 5 years. Must be witnessed by licensed elevator inspector.
Additional Required Tests
Certificate of Inspection (Certificate of Operation) must be posted conspicuously within the elevator car. Certificate must be current (valid for 12 months from date of inspection).

Conduct acceptance inspections, routine periodic inspections, and witness required periodic tests for all regulated elevators and conveyances in Texas

Violations & Penalties
Civil penalties up to $1,000 per day per violation; stop-use orders; TDLR enforcement action. Operating an elevator without a valid certificate of inspection or permit is subject to immediate shutdown and civil penalties. TDLR may suspend or revoke contractor registration or inspector license for repeat violations.
Civil penalties up to $1,000 per day; stop-use order; enforcement action by TDLR. Unregistered contractor violations subject to additional penalties under Texas Occupations Code.
Deficiency notice issued with correction deadline. Device may be ordered out of service pending correction. Escalated enforcement for failure to correct within required timeframe.
