Vermont adopts ASME A17.1-2013 with state-specific provisions. Notably, the Vermont Elevator Board does not recognize or accept ASME A17.7 (Performance-Based Safety Code), and does not allow Machine Room Less (MRL) elevators unless a variance is granted by the Board. Vermont also adopts ASME A17.3 (existing elevators), ASME A18.1 (platform lifts and stairway chairlifts), and ASME QEI-1 (inspector qualification standard). The Board must amend rules to include any changes to these standards within 6 months of the effective date of the standard changes.

02 TESTING

Testing & Inspection Schedule

Routine Inspection
Annual (12 months)

Annual inspections required per Vermont Elevator Safety Rules. Inspections conducted by Vermont-licensed elevator inspectors (ELI license). Certificate of inspection issued upon passing; must be posted in the elevator car. The Elevator Safety Review Board oversees all inspection and licensing activity through the Division of Fire Safety.

Category 1 Test
Annual (12 months) per ASME A17.1-2013

Category 1 periodic test per ASME A17.1-2013 Section 8.6.1.2, covering no-load safety device tests and maintenance verification. Conducted annually by licensed elevator mechanic.

Category 5 Test
Every 5 years

Category 5 periodic test per ASME A17.1-2013 Section 8.6.1.6, full-load/full-speed comprehensive safety test. Required every 5 years; witnessed by licensed elevator inspector.

Additional Required Tests

Acceptance inspection
Prior to placing in service — New installations must be inspected and approved before being placed in service. Plans must be submitted and approved by the Division of Fire Safety.
Applies to: All new installations and major alterations
Fire service functional test (Phase I and II)
Per ASME A17.1-2013 — Firefighter emergency operation verification per ASME A17.1-2013 Section 2.27.
Applies to: Elevators with Phase I and/or Phase II fire service
Certificate validity: 12 months
Certificate of inspection must be posted conspicuously inside the elevator car. Valid for one year.
03 LICENSING

Licensing Requirements

ELI Elevator Inspector License

Conduct inspections of elevators, escalators, and conveyances in Vermont public buildings

Requirements: QEI qualification per ASME QEI-1; application through Division of Fire Safety; fee per current schedule
Expires: Annual or biennial renewal per Division of Fire Safety schedule
ELE Elevator Mechanic License

Erect, construct, wire, alter, replace, and maintain conveyances in Vermont public buildings

Requirements: Licensed elevator mechanic apprenticeship or equivalent experience; examination through Division of Fire Safety; application and fee
Expires: Annual or biennial renewal
ELL Elevator Lift Mechanic License

Erect, construct, wire, alter, replace, and maintain platform lifts and stairway chairlifts per ASME A18.1

Requirements: Equivalent training and experience for platform lift/stairway chairlift work; examination through Division of Fire Safety

Acceptance Inspection: Required — All new installations and permitted alterations require acceptance inspection by a licensed elevator inspector (ELI) before being placed in service. Plans must be submitted to the Division of Fire Safety for approval prior to installation.
05 ENFORCEMENT

Violations & Penalties

Enforcement action by the Division of Fire Safety and Elevator Safety Review Board. Operating without a current certificate of inspection or without proper permits can result in shutdown orders, fines, and license suspension or revocation.

Operating Without Permit:

Shutdown order; civil penalties; enforcement action by Division of Fire Safety. Unlicensed mechanic or contractor work subject to additional enforcement.

Failed Inspection:

Deficiency notice with correction timeline. Elevator may be ordered out of service pending correction.
