02 TESTING

Testing & Inspection Schedule

Routine Inspection
Annual (12 months) - localities may require semiannual (6 months)

Annual periodic inspections are the state standard under 13VAC5-63. However, Virginia Code § 36-99 permits local jurisdictions to require more frequent inspections - Fairfax County, for example, requires semiannual (6-month) inspections. Inspections are conducted by local building officials or QEI-certified third-party inspectors authorized by the local AHJ. Certificate of Inspection valid for 12 months (or 6 months where local jurisdiction requires semiannual).

Category 1 Test
Annual (12 months) per ASME A17.1-2019

Category 1 periodic test per ASME A17.1-2019 Section 8.6.1.2, covering no-load safety device tests and maintenance verification. Required annually and witnessed by local AHJ inspector or QEI designee.

Category 5 Test
Every 5 years

Category 5 periodic test per ASME A17.1-2019 Section 8.6.1.6, full-load/full-speed comprehensive safety test. Required every 5 years; witnessed by QEI-certified inspector.

Acceptance inspection
Prior to placing in service — All new installations and significant alterations require plan submission to local building official and acceptance inspection before being placed in service. DHCD maintains the list of state agencies requiring functional design approval.

Fire service functional test (Phase I and II)
Per ASME A17.1-2019 — Firefighter emergency operation verification per ASME A17.1-2019 Section 2.27.
Applies to: Elevators with Phase I and/or Phase II fire service
Certificate validity: 12 months (6 months where local jurisdiction requires semiannual)
Certificate of Inspection must be posted conspicuously inside the elevator car. Valid for 12 months (or 6 months in jurisdictions requiring semiannual inspections).
03 LICENSING

Licensing Requirements

Certified Elevator Mechanic Virginia Certified Elevator Mechanic

Construction, maintenance, service, and repair of elevators, escalators, and related conveyances in Virginia

Requirements: Option 1: 3 years practical experience + 144 hours formal vocational training; Option 2: 5 years practical experience + 104 hours formal vocational training; Option 3: Completion of approved elevator mechanic apprenticeship program (Virginia Apprenticeship Council or U.S. DOL Bureau of Apprenticeship and Training). Examination through DPOR. Fee: $150 certification + up to $100 exam fee.
Expires: Every 2 years (biennial renewal)
Temporary Elevator Mechanic Certification Temporary Virginia Certified Elevator Mechanic

Same as certified elevator mechanic; temporary status while completing full certification requirements

Requirements: Minimum 2 years practical experience + 144 hours formal vocational training. Initial fee: $50; renewal: $25.
Expires: Temporary; limited renewal terms
Elevator/Escalator Contractor (EEC) Virginia Class A or B Contractor - EEC Specialty Designation

Elevator/escalator contracting work in Virginia

Requirements: Valid Virginia State Contractor License from DPOR Board for Contractors with appropriate EEC specialty designation; must have certified elevator mechanic on staff
Expires: Every 2 years (biennial contractor license renewal)
Virginia DHCD Elevator Inspector Virginia Certified Elevator Inspector

Conduct elevator inspections on behalf of local building officials in Virginia

05 ENFORCEMENT

Violations & Penalties

Local building official enforcement: stop-work orders, stop-use orders, civil penalties, and referral to DPOR for contractor license issues. DPOR can suspend or revoke certified elevator mechanic certification for violations.

Operating Without Permit:

Stop-use order from local building official; civil penalties under local ordinance; potential DPOR action for unlicensed contractor work.

Failed Inspection:

Deficiency notice with correction timeline from local building official. Elevator ordered out of service for uncorrected safety violations.
