Washington adopts ASME A17.1-2019/CSA B44-19 with significant state-specific modifications under WAC Chapter 296-96. Key departures from ASME standard: (1) Washington expressly excludes all references to QEI (Qualified Elevator Inspector) certification - QEI is NOT required or recognized for inspections in Washington, (2) Annual periodic inspections mandated per RCW 70.87.120(2)(a), (3) Washington also adopted ASME A17.3 (existing elevators) in 2018, (4) Residential conveyances used exclusively for single-family use do NOT require annual inspection or operating certificate unless owner requests it. L&I (Department of Labor and Industries) is the sole Authority Having Jurisdiction for the state.

Testing & Inspection Schedule
Annual periodic inspections are mandated by RCW 70.87.120(2)(a). Washington adopts ASME A17.1-2019 Appendix N for test frequency guidance. L&I Elevator Program conducts inspections through state inspectors. QEI certification is expressly excluded from Washington's adopted code - state inspectors conduct all official inspections. L&I may witness periodic tests when deemed necessary.
Category 1 periodic test per ASME A17.1-2019 Appendix N (adopted by Washington for test frequency). Annual periodic inspections mandated per RCW 70.87.120(2)(a). Performed by licensed elevator mechanic; witnessed by L&I when deemed necessary.
Category 5 periodic test per ASME A17.1-2019 Section 8.6.1.6, full-load/full-speed comprehensive safety test. Required every 5 years. L&I state inspectors may witness; QEI is NOT required.
Additional Required Tests
Operating certificate (Certificate of Inspection) must be posted in or on the elevator car. Valid for 12 months. Renewed upon passing annual inspection.

Installation, alteration, maintenance, inspection, relocation, decommission, removal, and repair of all types of elevators and other conveyances

Permit Requirements
Violations & Penalties
Civil penalties, stop-use orders, and enforcement action by L&I Elevator Program. Operating without a valid operating certificate is subject to immediate shutdown. Contractor and mechanic license suspension or revocation for repeat violations or serious safety violations.
Shutdown order from L&I; civil penalties per WAC; potential contractor license suspension.
Deficiency notice with correction timeline. Elevator ordered out of service for uncorrected safety deficiencies.
