Washington adopts ASME A17.1-2019/CSA B44-19 with significant state-specific modifications under WAC Chapter 296-96. Key departures from ASME standard: (1) Washington expressly excludes all references to QEI (Qualified Elevator Inspector) certification - QEI is NOT required or recognized for inspections in Washington, (2) Annual periodic inspections mandated per RCW 70.87.120(2)(a), (3) Washington also adopted ASME A17.3 (existing elevators) in 2018, (4) Residential conveyances used exclusively for single-family use do NOT require annual inspection or operating certificate unless owner requests it. L&I (Department of Labor and Industries) is the sole Authority Having Jurisdiction for the state.

02 TESTING

Testing & Inspection Schedule

Routine Inspection
Annual (12 months)

Annual periodic inspections are mandated by RCW 70.87.120(2)(a). Washington adopts ASME A17.1-2019 Appendix N for test frequency guidance. L&I Elevator Program conducts inspections through state inspectors. QEI certification is expressly excluded from Washington's adopted code - state inspectors conduct all official inspections. L&I may witness periodic tests when deemed necessary.

Category 1 Test
Annual (12 months)

Category 1 periodic test per ASME A17.1-2019 Appendix N (adopted by Washington for test frequency). Annual periodic inspections mandated per RCW 70.87.120(2)(a). Performed by licensed elevator mechanic; witnessed by L&I when deemed necessary.

Category 5 Test
Every 5 years

Category 5 periodic test per ASME A17.1-2019 Section 8.6.1.6, full-load/full-speed comprehensive safety test. Required every 5 years. L&I state inspectors may witness; QEI is NOT required.

Acceptance inspection
Prior to placing in service — All new installations and major alterations require plan review (submitted to L&I) and acceptance inspection by L&I inspector before being placed in service.

Fire service functional test (Phase I and II)
Per ASME A17.1-2019 — Firefighter emergency operation verification per ASME A17.1-2019 Section 2.27.
Applies to: Elevators with Phase I and/or Phase II fire service
ASME A17.3 existing elevator compliance
Per ASME A17.3-2018 schedule (ongoing) — Washington adopted ASME A17.3 (Safety Code for Existing Elevators and Escalators) in 2018. Existing elevators must comply with A17.3 requirements for maintenance, inspection, and upgrade mandates for older equipment.
Applies to: All existing elevators not under A17.1 as currently installed
Certificate validity: 12 months
Operating certificate (Certificate of Inspection) must be posted in or on the elevator car. Valid for 12 months. Renewed upon passing annual inspection.
03 LICENSING

Licensing Requirements

Category 01 General Elevator Mechanic License

Installation, alteration, maintenance, inspection, relocation, decommission, removal, and repair of all types of elevators and other conveyances

Requirements: Minimum 3 years' work experience in the elevator industry under direction of a licensed elevator mechanic in the same category, verified by current/previous employers licensed to do business in Washington or as an employee of a public agency; application through L&I; license fee $185.40

Limited Elevator Mechanic Limited Category Elevator Mechanic License

Limited scope conveyance work (specific categories per WAC 296-96-00910)

Requirements: Equivalent experience for the specific license category; application through L&I

Business entity providing elevator installation, maintenance, repair, and alteration services in Washington

Requirements: Licensed elevator mechanic on staff; business license with L&I; certificate of insurance

Acceptance Inspection: Required — All new installations and permitted alterations/modernizations require plan review by L&I and acceptance inspection by an L&I state elevator inspector before being placed in service.
05 ENFORCEMENT

Violations & Penalties

Civil penalties, stop-use orders, and enforcement action by L&I Elevator Program. Operating without a valid operating certificate is subject to immediate shutdown. Contractor and mechanic license suspension or revocation for repeat violations or serious safety violations.

Operating Without Permit:

Shutdown order from L&I; civil penalties per WAC; potential contractor license suspension.

Failed Inspection:

Deficiency notice with correction timeline. Elevator ordered out of service for uncorrected safety deficiencies.
